VCAL Work Group Updates: Survey Readiness Binder and Quality Measures

April Payne updated assisted living members at the Legislative Conference on the progress VCAL work groups have made on two projects: updates to the survey readiness binder and work to identify AL-specific quality measures for data analytics. 

Survey Readiness Binder

The effort to update the VCAL Assisted Survey Readiness Manual so it aligns with updated Standards for Assisted Living Facilities found in 22 VAC 40-73 is well underway.

The group has outlined the following table of contents for the binder:

  • Facility Documents
  • Staff Records
  • Resident Records
  • Health Care Oversight
  • Inspections
  • Medication Administration
  • Activities
  • Menus
  • Administrator’s Schedule
  • Communication
  • Appendix
  • Miscellaneous

The new iteration for the manual will reflect the new standards and include additional tools and resources for VCAL members.

AL Quality Measures 

The work group looking at quality measures has identified four key areas and related metrics that AL members could use to compare their performance with other Virginia ALFs. The work group is planning additional refinements to the metrics, but at present is considering

Average Daily Census Rate

  • Calculation for the average daily in-house census in a month: add the daily census for each day of the calendar month and divide the total by the number of days in a month. (Do not count a resident that is both admitted and discharged in one census day)

Staffing-Turnover Rate

  • Add the number of employees at the beginning of the period to the number at the end. Divide by two to find the average number of employees, then divide the number of employees separated during the period by the average number of employees to find the employee turnover rate.

Hospitalizations

  • Admissions and readmissions defined as admission to a hospital within 30 days after being discharged from an earlier hospital stay

Falls

  • Total number of residents that had a fall
  • Total number of residents who had repeated falls
  • Falls without injury
  • Falls with minor injury
  • Falls with major injury
